On October 7 of this year, the Constituent Assembly of the Territorial Anti-Corruption Council was held in the Jokargy Kenes of the Republic of Karakalpakstan. It was attended by the Anti-Corruption Agency, the chairman and members of the Jokargy Kenes of the Republic of Karakalpakstan, heads of law enforcement agencies and the media.
At the beginning of the meeting, the director of the agency A. Burkhanov noted in his speech that in recent years the fight against corruption in our country has become one of the priorities of state policy, in this direction a number of practical measures are being taken that give positive results. However, he noted that cases of corruption still persist in such areas as the use of local budget funds, public procurement, capital construction, obtaining licenses and permits, issuing bank loans, recruiting personnel, in this regard, it is necessary to increase the responsibility of heads of local self-government authorities, mobilize all forces and means against corruption.
After that, the members of the Territorial Anti-Corruption Council of the Republic of Karakalpakstan were familiarized with the tasks, rights and powers assigned to them. In particular, the territorial council has the authority to:
• organize and monitor the observance of anti-corruption disciplines in schools, professional colleges and universities in order to strengthen the immunity of youth from corruption;
• development and control of the system of "anti-corruption expertise" in the implementation of investment projects in the regions;
• make proposals for sociological, scientific and other studies of the effectiveness of anti-corruption measures;
• a comprehensive study of the state of affairs in the fight against corruption in the regions.
During the meeting, the Territorial Council was recommended to carry out such tasks as revising legislation and procedures in areas of high risk of corruption, strictly monitor the observance of the principles of fairness, openness and transparency when recruiting to government bodies and organizations, create an intolerant environment for corruption among citizens, analysis of the problems raised by them, measures taken by local governments to improve the effectiveness of anti-corruption activities.
