The Senate of the Oliy Majlis of the Republic of Uzbekistan has held a regular meeting of the National Anti-Corruption Council, which brought together members of the republican and regional anti-corruption councils, MPs, heads of ministries and departments, as well as public organizations, and media representatives.
The meeting discussed the implementation of the State Anti-Corruption Program 2021-2022, as well as the tasks set in the roadmaps for the implementation of the Sphere without Corruption project in the fields of healthcare, public procurement, and construction. The results of the rating assessment of the activities of regional anti-corruption councils were on the focus as well.
Akmal Burkhanov, Director, the Anti-Corruption Agency, reported on the implementation of the State Anti-Corruption Program 2021-2022 and the outcomes of the activities of regional anti-corruption councils.
The State Program defined more than 50 tasks and instructions for 44 items in 5 areas. In particular, it was planned to develop 20 draft legal acts, 8 of which have been adopted and are under implementation.
In addition, in accordance with the State Program, the Agency launched several special platforms, including E-Anticor.uz, which allows reporting cases of corruption, Call Center with short number 1253, which allows to quickly report facts of corruption, and a system for identifying risks associated with a conflict of interest.
During the meeting, the participants noted the need to further increase the responsibility of the heads of all government agencies and organizations to ensure the timely and high-quality implementation of the tasks set in the State Program.
This year, the Anti-Corruption Agency, together with the Ministries of Health, the Ministry of Construction and the Ministry of Higher and Secondary Specialized Education, developed a draft Roadmap 2022-2023 for the implementation of the Sphere without Corruption project.
At the meeting, the Agency Director also informed about the goals and objectives set out in the draft Roadmap, including the introduction of digital medicine and modern information and communication technologies in the healthcare system, conducting research and analysis to identify corruption risks and problems in the field of public procurement, improving internal anti-corruption control in the construction system, ensuring transparency in the higher education system and strengthening public control.
In January of this year, the Commission for Rating Assessment of the Activities of Regional Councils conducted monitoring within the period of October-December 2021.
According to the results, the work of the councils of Sirdarya Region and the Republic of Karakalpakstan was scored high for good cooperation with the media. The active accountability of the council in Bukhara Region and the effective implementation of organizational activities by the council in Ferghana Region were also highly appraised.
Low results were shown by the councils of Kashkadarya, Khorezm, Tashkent, Surkhandarya, Andijan regions and the city of Tashkent.
Following the meeting, the National Council adopted a new Roadmap 2022-2023.
