The Decree of the President of the Republic of Uzbekistan ‘On measures to increase the level of openness of the activities of government agencies and organizations and the introduction of assessment system’ has been adopted.
According to the Decree, the level of openness of the activities of government agencies and organizations will be assessed according to the following 8 indicators:
1. the effectiveness of the activities of employees responsible for ensuring openness in government agencies and organizations;
2. the state of posting information on the official websites of government agencies and organizations and the provision of electronic public services;
3. posting socially significant information in data resources specified by law and the creation of a system of reporting to the public;
4. posting information on ensuring the openness of the budget process on the official website;
5. posting information on the Open Data Portal;
6. introduction of mass communication technologies;
7. the state of application of the principles of openness in the early detection and prevention of corruption;
8. efficiency of the public council
According to the Decree:
The Anti-Corruption Agency annually compiles the Openness Index of government agencies and organizations and publishes it on the electronic platform https://eanticor.uz/ and through the media;
The level of openness of government agencies and organizations is reflected on a scale from 0 to 100, where 0 represents the lowest and 100 represents the best performance and divided into the following categories:
• 71 - 100 points - green
• 55 - 71 points - yellow
• below 55 points - red
Responsible employees of government agencies or organizations with the highest level of openness will be encouraged, and vice versa, the issue of responsible employees of government agencies or organizations with the worst results will be resolved in the manner prescribed by law.
The Agency has been lodged with the following additional powers to ensure the openness of the activities of government agencies and organizations:
- issue warnings to government agencies, organizations and their officials about the prevention of violations of the requirements established by law in the field of openness;
- submit statutory notices on undertaking measures to eliminate the causes and conditions that led to the violation of the requirements established by the legislation on openness;
- send a request for the reclamation of documents confirming the reliability of open data published on the official website and other data resources.
