In July 2021, the Anti-Corruption Agency conducted the study of medical institutions in Kashkadarya Region, which detected that 75 units of medical equipment worth 7.8 billion soums were purchased by 10 medical institutions from Karshi-based D.M. LLC at very high prices at the expense of budgetary funds. The files collected on this case were sent to the Department for Combating Economic Crimes at the General Prosecutor’s Office.

A criminal case was initiated on December 16, 2021, in relation to the head of D.M. LLC and officials of 10 medical institutions of Kashkadarya Region.

For example, the Regional Children’s Multidisciplinary Medical Center purchased an E-CUBE 8 ultrasound diagnostic system with 4 sensors for 500.0 million soums, the actual price of which was 251.1 million soums, which means a mark-up of 200 percent.

The Regional Dermatovenerologic Early Treatment Center purchased medical equipment in the amount of 944.1 million soums, with the actual price of equipment at 386.6 million soums, which means a mark-up of 244.2 percent. The verdict of the court confirmed fact of embezzlement of budgetary funds.

The study in the ten above-mentioned medical institutions showed that medical equipment worth 7.8 billion soums was purchased at prices higher than market prices by 3 billion 150.6 million soums. The embezzled budget funds were recovered from the perpetrators.

Within the framework of this criminal case, 11 officials of 10 medical institutions and the head of D.M. LLC were found guilty under the relevant articles of the Criminal Code of the Republic of Uzbekistan and, on the basis of the verdict of the Karshi District Court for Criminal Cases of August 4, 2022, criminal penalties were applied to them.

They were also deprived of the right to work in official positions for one year.
