The internal anti-corruption control system (compliance control), which ensures the activity arrangement of government agencies in accordance with international standards, laws and regulations in the field of combating corruption, as well as the timely identification of corruption risks and conflicts of interest, clearly demonstrates its importance and effectiveness in this track.
In particular, the Ministry of Housing and Communal Services established its compliance control system in 2020.
Over the past period, the Ministry in cooperation with the Anti-Corruption Agency has developed about 30 internal anti-corruption documents.
Recently, the State Financial Control Inspectorate under the Ministry of Finance conducted an audit of the Ministry’s use of budgetary and non-budgetary funds over the past three years. As a result, budget violations were revealed in the amount of only 5.390 mln soums, related to overpayment of wages, bonuses, material assistance and other additional payments.
This, of course, a good indicator and the result of systematic work.
The system of selection of candidates for vacant positions in the structure of the Ministry has also undergone dramatic changes. Transparency was ensured in the appointment of employees to positions on the basis of a special electronic program in accordance with advanced international standards. As a result, it was possible to eradicate corruption in this area.
One of the most important aspects of preventing and suppressing cases of corruption is the widespread introduction of information and communication technologies in state and public administration in order to reduce the human factor.
To this end, the Ministry has developed the My Home billing system, which provides the population with modern and convenient utility services in electronic form. Also, this system provides the citizens with the opportunity to monitor the financial expenses of managing organizations online.
These indicators show the effectiveness of the compliance control system, as well as work is being carried out systematically to strengthen in people an intolerant attitude towards corruption.
