The Anti-Corruption Agency, the Ministry of Health and the Civil Service Development Agency at the recent meeting identified priorities, including elimination systemic problems that cause corruption factors in the field, clearing the healthcare system from corruption and implementation of measures aimed at strengthening public control, thus agreed to implement the following tasks in this track:
- Introduction of the practice of regular presentation and discussion of ongoing work in the field of combating corruption before the public and media representatives;
- Elimination of bureaucratic obstacles by making employment on the basis of an open competition;
- Launching an electronic platform for considering applications for employment in medical institutions;
- Posting and constant updating on the official website of the Ministry of Health of information about vacancies in all institutions of the system;
- Taking practical measures to create decent working conditions for medical workers and increase their income, as well as to strengthen their social protection:
At the same time, the introduction of modern mechanisms for remuneration, classified by the qualifications of medical personnel, the volume of medical services provided, the level of complexity and quality.
- Introduction of a procedure for continuous and systematic training of heads of medical institutions, personnel services and chief accountants in advanced training courses on compliance with the rules of professional ethics, elimination of conflicts of interest and other areas of combating corruption;
- Launching an electronic platform that provides online information on the total number of places intended for the treatment of patients, including reserved and vacant places in the context of medical institutions;
- Development of a procedure for ensuring an open and transparent process for issuing orders that give the right to receive free medical services, in which, due to remote monitoring of the system of electronic orders, the suppression of corruption factors and the exclusion of the possibility of obtaining an order without a queue;
- Creation of a unified list of medical services in the health sector, providing for the use of service technologies, the necessary human resources, medicines and medical supplies and regular informing the population;
- Carrying out a complete re-inventory of the work begun on the introduction of modern information technologies in the field, launching a single electronic database covering the activities of all medical institutions, and introducing a mechanism for strict public control over the use of allocated funds;
- Full launch of the Electronic Polyclinic information system (reg.ssv.uz.), which allows to remotely making an appointment with a therapist;
- Development and phased implementation of a plan of specific measures for the electronization of procedures and services that can be transferred to public service centers in areas with a high risk of corruption in the system;
- Placement of a list of free medical services and medicines guaranteed by the government at the entrances of each medical institution, family polyclinic and hospital and on the official website of the ministry and bringing this information to the population;
- Phased implementation of a system for evaluating the activities of the heads of regional departments of the Ministry of Health according to key performance indicators (KPI);
- Launching a real-time electronic platform to prevent theft of medical equipment and materials in medical institutions;
- Introduction of the procedure for obtaining documents of medical and pharmaceutical workers for obtaining a qualification category only in electronic form through public service centers and conducting an attestation process through online testing;
- Taking measures to effectively organize the activities of internal anti-corruption control units (compliance control) in the central office and regional structures of the Ministry on the basis of individual staff units.
The implementation of these tasks will be regularly discussed by the Public Councils under the Anti-Corruption Agency and the Ministry of Health, and the work done in this track will be presented to the media and the general public through a quarterly briefing or press conference.
