The draft State Program 2023 has been submitted for public discussion. The Program provides for the implementation of a number of measures to prevent and combat corruption.
In particular:
Prevention of financial and corruption offenses, misuse of budgetary funds in the system of preschool education:
- purchase of technical means for the introduction of an automated system in 6,412 state preschool educational institutions;
- introduction of an automated management system for state preschool educational organizations;
- introduction of electronic registration of attendance of employees and pupils, as well as expenses related to the nutrition of children;
- introduction of the Single Seasonal Menu.
Establishment of effective mechanisms for the implementation of standards of integrity and prevention of corruption in government agencies and organizations.
Development of a draft Resolution of the President of the Republic of Uzbekistan to ensure the independence of internal anti-corruption control units of government agencies and organizations, providing for the following tasks:
- identification of the legal status of internal anti-corruption control units of government agencies and organizations;
- clear definition of functions, tasks, powers and responsibilities of internal anti-corruption control units, development of specific criteria for determining staff positions;
- determination of qualification requirements for employees of internal anti-corruption control units;
- determination of the procedure for mandatory advanced training and certification of employees of internal anti-corruption control units.
Identification of the main tracks of the state activities in the near future in order to create an environment of intolerant attitude towards corruption and a radical reduction of corruption factors in state and public administration.
Development of the National Anti-Corruption Strategy 2023-2027, which provides for:
- analysis of factors causing various corruption situations;
- assessment of the effectiveness of existing systemic anti-corruption measures;
- taking into account measures to prevent and combat corruption provided for in conventions and other international legal treaties to which Uzbekistan is a party;
- identification of measures to eliminate the main causes and conditions leading to the emergence of corruption in the state and society.
Further expansion of the List of socially significant information to be placed as open data:
- introduction of a system of public disclosure of information on funds (goods and property) received by government agencies and organizations in the form of sponsorship;
- introduction of a system of public disclosure of information on sponsorship funds provided by business entities with a state share in the authorized capital (authorized capital) of 50 percent or more and state unitary enterprises;
- introduction of a system for regularly posting information about vacancies (in central, regional and subordinate organizations) on the official website of each government agency and organization, as well as on the Open Data Portal.
