According to the results of the public procurement monitoring conducted by the Anti-Corruption Agency, it was revealed that during the public procurement held on February 10, 2023, to the order of the Tashkent Regional Children’s Multidisciplinary Medical Center for the purchase of medical equipment in the amount of 796 mln soums, the requirements of the Law of the Republic of Uzbekistan ‘On Public Procurement’ (Articles 10, 14, 23, 42 and 46) were violated.
The study showed that the participants of the public procurement were affiliated persons.
Also, when studying the information about the IP addresses of computers used by the Procurement Commission (from the chairperson, members of the Commission with voting rights and the secretary) for the public procurement, it became known that the procurement process was controlled by a computer with an IP address belonging to one person, and the process took an average of 6 minutes, after which the Protocol on the results of public procurement were drawn up.
Based on the results of the study, the Anti-Corruption Agency submitted a statutory notice to the customer to cancel the Protocol of the Procurement Commission, and the collected materials were sent to the Prosecutor General’s Office for taking action, and an enquiry was sent to the Ministry of Health for an internal audit.
According to a letter sent to the Anti-Corruption Agency by the Tashkent Regional Children’s Multidisciplinary Medical Center dated February 13, 2023, the shortcomings were eliminated, the Protocol of the Procurement Commission was canceled.
