The Anti-Corruption Agency has conducted monitoring, which revealed facts of violations of the law during public procurement on February 13, 2023 in the amount of 200 million soums for the purchase of sewing machines for women, included in the ‘women’s book’, by order of the Kattakurgan city administration.
Monitoring showed a violation of the requirements of Articles 10, 23, 14, 42 and 46 of the Law of the Republic of Uzbekistan ‘On Public Procurement’. Also, it was found that 2 out of 3 participants were affiliated persons.
Also, when studying the data on the IP addresses of computers used by the Procurement Commission for this public procurement, it was found that all members of the Procurement Commission used a computer with the same IP address and the whole procedure from the assessment to drawing up the Protocol took five minutes.
In addition, it became known that the documents of all three procurement participants were uploaded to a special electronic platform through the IP address of a computer belonging to the Kattakurgan city administration.
Based on the identified violations, the Agency sent a statutory notice to the customer to cancel the Protocol of the Procurement Commission. The collected materials were submitted to the Prosecutor General’s Office. A request was sent to the Samarkand regional administration to conduct an internal audit.
According to the letter submitted to the Agency by the Samarkand regional administration of February 27, 2023, all violations were eliminated, the Protocol of the Procurement Commission was canceled. Also, the Chairman of the Procurement Commission was brought to administrative responsibility for improper performance of his duties, and one member of the Commission was brought to disciplinary responsibility.
