The Anti-Corruption Agency conducts a constant study of public procurement announcements placed by government customers through special information portals.
In February 2023, ministries and departments made 77,411 public purchases worth 4.35 trillion soums, of which 39,006 purchases worth 234.2 billion soums were made through electronic stores, 1,895 purchases worth 25.5 billion soums through electronic auctions, 2,103 purchases in the amount of 203 billion soums were made by selecting the best offer, 521 purchases in the amount of 107.5 billion soums through a tender, 9,989 purchases were made from single suppliers in the amount of 1.5 trillion soums, 23,897 purchases were made through direct contracts for the amount of 2.28 trillion soums.
Studies have revealed cases of violation of the law by some government customers in the implementation of public procurements.
In particular, in February 2023, the Agency sent 26 statutory notices to customers to eliminate facts of violations of the law in the amount of 25 billion soums and prevent the recurrence of similar cases in the future, as well as the collected materials were submitted to law enforcement agencies for legal assessment.
In particular, the study of public procurement for the purchase of equipment in the amount of 4.3 billion soums by order of the Uzbekistan Airports JSC on February 7, 2023 revealed a violation of the requirements of Article 34 of the Law ‘On Public Procurement’.
The study of public procurement for the purchase of reinforced concrete columns in the amount of 2.6 billion soums by order of the Khorezm regional branch of JSC Regional Electric Networks on February 10, 2023 also revealed violations of the requirements of articles 10, 14, 46 of the Law ‘On Public Procurement’.
In the public procurement for the purchase of medical equipment in the amount of 796 million soums by order of the Children’s Multidisciplinary Medical Center of Tashkent Region on February 10, 2023, the affiliation of the participants in the competition was revealed, thereby violating the requirements of Article 23 of the Law ‘On Public Procurement’ and Article 14 of the Law ‘On Competition’ of the Republic of Uzbekistan.
As a result of statutory notices and enquiries made by the Anti-Corruption Agency, 12 public procurements were canceled and seven administrative cases were initiated.
