The Anti-Corruption Agency has studied a public procurement conducted by the Urgench Specialized Boarding School of Arts on March 29, 2023, for the provision of meal delivery service in the amount of 731.6 million soums, which revealed violations of articles 10, 14, 19, 23, 42 and 46 of the Law ‘On Public Procurement’.
In particular, despite the fact that the head and founder of both LLCs participating in the competition are the same person, the existing case of affiliation was not assessed, the fact of unfair competition was not studied, and no measures were taken to temporarily cancel a competition.
Also, it was revealed that the chair of the Procurement Commission, its members (with the right to vote) and the secretary of the commission prepared a protocol in an average of 5 minutes, using a computer with an IP address belonging to one person, and the documents of entrepreneurs who took part in the competition, were illegally placed on an electronic site through a computer used by the customer.
Based on this, on March 30, 2023, the Anti-Corruption Agency submitted a statutory notice to the customer on the annulment of the Protocol of the Procurement Commission.
According to the letter sent to the Anti-Corruption Agency on March 31, 2023 by the Urgench Specialized Boarding School for the Arts, the shortcomings noted in the Agency’s statutory notice have been eliminated, and the Procurement Commission’s protocol has been cancelled.
