The Anti-Corruption Agency has conducted a study of public procurements for seven lots for the current repair of roads in the amount of 3,625.5 million soums by order of the Tashkent Unitary Enterprise for Operation of Bridges through the etender.uzex.uz portal, which revealed the violation of the requirements of Articles 10, 14 and 46 of the Law ‘On Public Procurement’.
In particular, when studying the IP addresses of computers used by the Procurement Commission, it was found that the chairman, members of the Procurement Commission (having the right to vote) and the secretary of the Commission during the procurement procedures for seven lots from 23:35 March 27 to 00:44 March 28 used a computer with an IP address belonging to one person, on which assessments were carried out and protocols were drawn up.
Also, the documents of the entrepreneur who participated and won this public procurement, and documents of other participants, were uploaded to the electronic portal through a computer with an IP address used by the customer.
In this regard, the customer was sent a statutory notice to cancel the protocol of the Procurement Commission, and the collected materials were submitted to the Department on Combating Economic Crimes. An enquiry was sent to the Committee for Roads to conduct an internal audit.
On April 1, 2023, the Tashkent Unitary Enterprise for Operation of Bridges canceled all protocols of the Procurement Commission.
