The Anti-Corruption Agency has conducted a study of the public procurement carried out on April 10, 2023 in the amount of 3 billion 494 million soums for the purchase of M-1 grade asphalt for ongoing repairs on internal roads by order of the Road Maintenance Unitary Enterprise of Yozyovon District.

The study of this public procurement revealed a violation of the requirements of Articles 10, 14, 23 and 42 of the Law of the Republic of Uzbekistan ‘On Public Procurement’.

In particular, the head and founder of the two companies participating in public procurement were the same person, but the existing case of affiliation was not evaluated, which led to unfair competition. Also, no measures were taken to temporarily cancel the competition.

In this regard, on April 10, 2023, the Agency submitted a statutory notice to the customer to cancel the Protocol of the Procurement Commission. The collected materials were submitted to the State Financial Control Inspectorate under the Ministry of Economy and Finance and the Republic of Uzbekistan.

On April 11, 2023, the Road Maintenance Unitary Enterprise of Yozyovon District annulled the Protocol of the Procurement Commission.
