On 30 April this year, in cooperation with the Anti-Corruption Agency, the Accounts Chamber and the Senate of the Oliy Majlis, a report was heard on the results of a study carried out in Kashkadarya region on preventing corruption, strengthening financial discipline, increasing budget revenues and the legal use of energy resources.
The event was attended by Deputy Agency Director Tal'atjon Khaidarov, Chairman of the Senate Committee on Judicial-Legal Issues and Anti-Corruption Narimon Umarov, heads of regional law enforcement agencies, heads of relevant departments and divisions, and local council deputies.
It is worth noting that on 22 April this year, during a video conference on regional service development, the head of state sharply criticised the frequent occurrence of corruption among heads of regional organisations. In this connection, it was stressed that the rule of law and the principles of unavoidability of punishment would be guaranteed.
During the meeting, the Anti-Corruption Agency, the Accounts Chamber, the Kashkadarya region khokimiyat reviewed the implementation of the roadmap of November 30 2020 to prevent corruption in the region, eliminating the factors causing it.
It was noted that despite the strict measures taken by the President, the Oliy Majlis and the Government to eradicate corruption, the approach in the Kashkadarya region was not adequate. In particular, of the 13 measures at the regional level that are now included in the roadmap, 8 are made on time and 4 are out of time.
In Kashkadarya province, there is a lack of funds and material resources in pre-school education, public education, improvement, veterinary care and livestock development.
The major portion of the illegal costs and overpayments were also incurred by housing and utilities, public education, land improvement and the engineering company.
Not a single question for detailed discussion of problematic issues, consideration of the responsibility of the heads of the industry, or identification of specific measures to prevent similar cases in the future has been submitted to the district (city) Kengash of people's deputies. The deputies, in turn, have not taken the initiative to carry out this task.
In addition, the road map provides for the introduction of a system of monthly discussions in the district (city) councils of people's deputies on the compliance of enterprises and organisations with the requirements of the Public Procurement Act.
Despite the fact that four months have passed since the Road Map was approved, the issues have still not been discussed in the district (city) Kengash of people's deputies.
During the meeting, similar issues were critically examined and further tasks were identified to address the factors causing corruption in Kashkadarya region.
