A regular session of the National Anti-Corruption Council of the Republic of Uzbekistan was held in the Senate of the Oliy Majlis. It was chaired by the Chairman of the Senate, Chairman of the National Council Tanzila Norbaeva. It was attended by members of the council, heads of ministries and departments, the chairman of the Jokargy Kenes of the Republic of Karakalpakstan, governors of regions and the city of Tashkent. It was noted at the meeting that certain work has been done in the country in the fight against corruption over the past period. In particular, two important documents of the President of the Republic of Uzbekistan - decrees and resolutions on the creation of an environment of intolerance to corruption, the sharp reduction of corruption in public administration and effective organization of anti-corruption activities, as well as the State Anti-Corruption Plan for 2021-2022. The program was accepted. At the meeting, specific instructions were given to increase the personal responsibility of the first heads of ministries and departments on executive discipline, to fully fulfill the tasks set out in the minutes of the meeting of the National Council. In addition, corruption crimes committed in the system of pre-school education, public education, culture, health, employment, transport and local executive bodies and their causes were analyzed. At the same time, the meeting discussed the results of the study of the effective and targeted use of budget funds for the construction, reconstruction and repair of preschool education facilities for the implementation of state programs for 2017-2020. It was noted that in the first half of 2021, 89 cases of financial errors and shortcomings in the construction of preschool education were identified. In 2019-2020 and in the first half of 2021, budget funds were looted during the overhaul of 50 MTTs. A study conducted in the higher education system revealed that funds were misappropriated by accounting staff in 2 universities. The meeting identified important tasks aimed at strengthening financial discipline and increasing budget revenues. The Ministers of Public Education, Culture, Health, Employment and Labor Relations, Transport, Energy, as well as the governors of Jizzakh, Namangan, Syrdarya and Tashkent regions were briefed on the measures taken to eliminate the identified corruption cases and take preventive measures to prevent such incidents in the future. At the end of the meeting, the Regulations on the National Anti-Corruption Council of the Republic of Uzbekistan and the Model Regulations on Territorial Anti-Corruption Councils, the work plan of the National Council for the second half of 2021 were approved. |
