The Anti-Corruption Agency is taking a number of measures to prevent corruption risks and eliminate the causes and conditions of corruption through the full implementation of the principles of openness and transparency in public procurement.
In the Samarkand region, the agency studied the announcements made by budget customers posted on special information portals "dxarid.uz" and "Tender.mc.uz".
According to the checks made, in 18 cases of public procurement by customers, violations of the law in the amount of $ 50 billion were committed.
In particular, on the implementation of construction and repair work at the facilities subordinated to the Ministry of Public Education and the Tax Committee under the order of the engineering company of the Samarkand Territorial khokimiyat in the amount of 42 billion sums in 9 tender announcements made on the special information portal tender.mc.uz the work was started without determining the tender winners.
In particular, in the announcement made on August 3, 2021, the engineering company of the Samarkand region administration allocated 5.5 billion sums for the construction of the building of the State Tax Inspectorate in Kattakurgan. However, construction began in May three months ahead of the announcement date.
When considering 5 tender announcements worth 5.5 billion sums, made by the Samarkand Territorial diversified medical center for the purchase of furniture and medical equipment, violations of the law were revealed.
Also, the Samarkand Territorial Multidisciplinary Medical Center announced the purchase of 4 lots of medical equipment. A study of the documents of these competitions shows that the founders of the winning companies, namely Sam Med Torg, Samarkand Eco Med, Gamma Med, Samarkand Ideal Pharm LLC, are relatives.
The Samarkand Institute of Economics and Service announced three tenders for the purchase and repair of furniture sets for a total amount of 2 billion 200 million sums, and the study revealed that in these cases, violations of the current legislation were committed.
Contrary to the requirements of the Resolution of the Cabinet of Ministers No. 55 of February 5, 2021, the institute announced a tender for the implementation of repair work related to one type of expenditure, that is, for the overhaul of the second floor of the Faculty of Economics, with the division of the total volume of purchases into two parts.
When the administration of the Jambay region studied the tender for the construction of an administrative building worth 400 million sums, it turned out that the construction work had been completed without determining the winners.
In these cases, there were noted a violation of the requirements of the Law of the Republic of Uzbekistan "On public procurement" and other legislation. Accordingly, the Agency submitted proposals to the ministries and departments to cancel these lots related to public procurement, and the collected documents were sent to the Prosecutor General's Office for legal expertise.
