The Decree of the President of the Republic of Uzbekistan of 16 June 2021 No. PD-6247 provides for the Jokargy Kenes of the Republic of Karakalpakstan, regional, district, city Kengashes (Councils) of people’s representatives to conduct live broadcasts from sessions on TV channels as well as their live streaming.
Based on this, the Anti-Corruption Agency of the Republic of Uzbekistan performed a monitoring of live-streamed sessions of the Jokargy Kenes of the Republic of Karakalpakstan, regional, Tashkent city, district and city Kengashes of people’s representatives from December 1, 2021 to January 10, 2022.
The monitoring results showed that the most unsatisfactory indicator in Bukhara Region. In particular, 81 percent of the total number of sessions of regional, district and city Kengashes of people’s representatives were not broadcast live.
The best indicators were recorded in Andijan Region, where only 36 percent of the total number of sessions of regional, district and city Councils of people’s representatives were not broadcast live.
When analyzing the results in the context of the regional Councils, the Navoi Regional Council of people’s representatives was the only regional Council that fully live-streamed all sessions during the monitoring period. As for the district Councils, all sessions of the Bekobod and Bostonliq District Councils of people’s representatives of Tashkent Region were broadcast live in full.
During the monitoring, cases of incomplete (several minutes) live streaming of a number of sessions of the Councils of people’s representatives on the Internet were also recorded.
Due to the shortcomings identified, the regional Councils were instructed to conduct all future sessions live, in accordance with the requirements of the Decree.
