This February 17, President Shavkat Mirziyoyev held a meeting on priorities for further improvement of customs administration in 2022 and transformation of the sector into a sphere free from corruption.

At the meeting, the head of state noted that the implementation of the ‘Sphere Free from Corruption’ Program in the customs system should become a priority task for the sector management.
In this regard, first of all, on behalf of the President, a modern system of compliance control will be introduced in the industry. On this basis:
- from May 1, the cargo declaration will be filled out outside the customs posts, remotely, without direct contact with the entrepreneur;
- from July 1, automated detection of corruption risks will be established in determining codes and costs, customs inspection, preferential declaration of goods;
- from September 1, all electronic services in the field of customs will be provided through one-stop shops;
- by the end of 2022, an electronic system will be launched that will cover all customs clearance processes.
The State Customs Committee, the Ministry for Development of Information Technologies and Communications and the Ministry of Finance have been tasked with digitalizing customs services by 70 percent in 2022, and by 100 percent in 2023.

At the meeting, it was noted that ensuring the conscientious work of customs employees and strengthening their social protection is the most important issue in the fight against corruption.

In this regard:
- within a month, the rotation will be carried out of customs officers who have worked at one place for 3 years;
- from March 1, all employees of the customs system will be hired only on the basis of an open competition;
- a system for declaring income and property of employees will be introduced into the customs system;
- depending on the work efficiency, customs officers will be paid a salary bonus (up to 50 percent). These bonuses are determined on the key performance indicators, KPI;
- bonuses for service at remote and busy posts will be introduced;
- bonus pay for employees for a special rank will be increased.
