Targeted use of budgetary funds, as well as openness and transparency of all stages of this process are important for preventing corruption.
Decree of the President of the Republic of Uzbekistan of June 16, 2021 No. DP-6247 pays special attention to this aspect and provides for the mandatory disclosure of information on revenues and expenditures of local budgets formed at the end of each quarter, as well as information regarding the revenue surpluses, generated by higher-than-anticipated revenues and purpose of their spending.
This is important because it serves to prevent theft of budget funds, establish effective public control and reduce various corruption risks.
The Anti-Corruption Agency constantly monitors the implementation of this task, in particular, the timely implementation of this task by local executive authorities.
Recently, the Agency specialists monitored the disclosure by local executive authorities of information on the revenue surpluses, generated by higher-than-anticipated revenues and the purpose of their spending for the first quarter of 2022.
The study showed that the official websites of the hokimiyats (administrations) of Jizzakh, Surkhandarya, Sirdarya, Ferghana and Tashkent regions published the above information in a timely manner, and the hokimiyats of the Council of Ministers of the Republic of Karakalpakstan, Kashkadarya, Navoi, Samarkand, Namangan and Khorezm regions published information partially.
The Andijan regional administration made the publication of the information on its official website in the first quarter of 2021. The Tashkent city administration website has no such information at all.
According to the information published by the Tashkent regional administration, free balances of budget funds at the beginning of 2022, and revenue surpluses, generated by higher-than-anticipated revenues for the first quarter of this year, amounted to 231.3 billion soums. In Jizzakh Region, over the past three months of this year, a total of 91.0 billion soums of free balances of budget funds have been formed in the local budget, which are aimed at the following purposes:
Moreover, during the reporting period, 63.8 billion soums were allocated from additional sources for the socio-economic development of the region’s territories, improving the welfare of the population, strengthening the logistical base of social facilities, material support for the population in need of social protection.
The Anti-Corruption Agency submitted warnings to eight local executive authorities on the elimination of errors and shortcomings identified as a result of monitoring, and further compliance with the requirements of the legislation on openness.
In addition, relevant information on identified cases has been submitted to the Administration of the President and the Cabinet of Ministers of the Republic of Uzbekistan.
