The situation in the country’s preschool education system is far from good. Cases of embezzlement of budgetary funds and corruption crimes are quite frequent. In the Namangan Regional Preschool Education Department and its subsystems, similar cases are observed more often than in other regions.
In particular, in 2021, 12 criminal cases were initiated against 18 people working in the public education system of the region. They were accused of embezzlement of budgetary funds, as well as bribery. All those involved in these crimes worked in district and city preschool institutions.
This issue was discussed at a meeting of the Regional Anti-Corruption Council of Namangan Region. The reports of the regional prosecutor, the head of the Preschool Education Department and other officials were heard.
According to the data provided, the Preschool Education Department, together with the Department of Internal Audit, Finance and Legal Control of Namangan Region, in 2021 checked a total of 34 preschool education institutions and sent documents on identified errors and shortcomings to law enforcement agencies for legal assessment. 39 executives and other responsible persons who committed or were directly involved in financial errors and shortcomings were brought to justice.
The meeting participants noted that such cases of corruption occur as a result of ineffective anti-corruption work in the region.
Another important issue under consideration was the current state of implementation of the tasks outlined in the Region without Corruption Project in Davlatobod District.
As noted, in order to implement this project, the Anti-Corruption Agency and the administration of Namangan Region approved a Road Map. However, no practical work has yet been carried out within the framework of the project.
The local officials were sharply criticized, and demands were made for critical consideration of this issue at meetings of the Regional Council.
Based on the foregoing, a number of specific goals and objectives have been identified for a radical restructuring of the anti-corruption system in the region, in particular, further intensifying the work of the Regional Anti-Corruption Council and strengthening of the responsibility of its members.
