In accordance with the Decree of the President of the Republic of Uzbekistan dated December 16, 2021 DP-54 ‘On additional measures to improve the efficiency of the use of household plots and financial support for entrepreneurial initiatives of the population’ and the Every Family Is an Entrepreneur Program, the Anti-Corruption Agency studied the situation with the allocation of credit funds in Kashkadarya Region.
The study showed that credit funds were not used for their intended purpose, goods and materials are not delivered to citizens by suppliers. In particular, three commercial banks (People’s Bank, Agro Bank, Microcredit Bank) transferred 11 billion 548 million soums to 15 suppliers for 392 customers using credit funds allocated to customers in the first quarter of 2022, however, it became known that suppliers of goods did not have acceptance documents, that is, the allocated credit funds were directed for other purposes.
For example, the Beshkent branch of JSC Microcredit Bank allocated credit funds to suppliers to deliver 60 rabbits to a citizen M.E. in the amount of 33 million soums, and to citizen G.B to deliver fish fry in the amount of 33 million soums, but the delivery was not carried out, and the funds were not used for their intended purpose.
Moreover, three banks allocated credit funds in the amount of 1 billion 412 million soums to LLC ‘S.T.G.’ for 48 citizens to purchase bees, poultry, a motor cultivator, sheep, a sewing machine, a computer, but it was found that the credit funds were used for other purposes.
The documents collected by the Anti-Corruption Agency during the study were sent for legal assessment to the Department for Combating Economic Crimes under the General Prosecutor’s Office, and the Kashkadarya Regional Branch of the Department initiated criminal cases against the heads of five suppliers and other persons for violations of the law.
