Information appeared on social networks that the head of the Surkhandarya regional administration signed an order to allocate 429 million soums to the Bandikhon district administration for the purchase of Skoda KODIAQ Ambition official vehicle.
The Anti-Corruption Agency conducted a study on this case.
It was established that, in fact, by order of the Surkhandarya regional administration of October 18, 2022, an amount of 429 million soums was sent to the Bandikhon district administration from the reserve fund of the regional budget for the purchase and registration of Skoda KODIAQ Ambition official vehicle.
Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No.258 of April 29, 2021 ‘On measures to radically improve the system of using official vehicles in government and local government authorities’ approved the norms for assigning official vehicles to government agencies and organizations.
According to these norms, the maximum price of official vehicles allowed for the purchase by the heads of district and city administrations is 300 million soums and 210 million soums for deputy heads.
It follows from this that the price of official vehicles planned for purchase for the Bandikhon district administration contradicts the above norms, and the implementation of this purchase will lead to non-compliance with the requirements of the Law of the Republic of Uzbekistan ‘On Public Procurement’ and Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No.258.
In this regard, the Anti-Corruption Agency submitted a statutory notice to the head of Surkhandarya regional administration to cancel the order of October 18, 2022.
According to the order of the head of the Surkhandarya regional administration of October 21, 2022, the order to allocate funds to the Bandikhon district administration for the purchase and registration of Skoda KODIAQ Ambition official vehicle was canceled.
