The Anti-Corruption Agency has conducted a study of compliance with the law requirements of the public procurement through a special information portal etender.uzex.uz for 8 lots with a total of 5.8 billion soums by order of the Main Department for Cultural Affairs of Tashkent city in connection with the organization of the Opera Fest -2022, the Music Fest-2022, the Food Fest-2022, the Art Fest-2022, the Dance Fest-2022 festivals, as well as Gullar Bazmi, Nukus 5 Tashabbus-2022 events.
The study showed that despite the fact that the events were held in May-September 2022, advertising for 6 lots were placed on the portal on October 24, and for 2 lots on November 3.
Contracts were signed for a total of 5.7 billion soums with two economic entities LLC M.C. and LLC P.E. In particular, with LLC M.C. for 4 lots in the amount of 2.8 billion soums and with LLC P.E. for 4 lots in the amount of 2.9 billion soums.
The study found that in the implementation of the above public procurements, the customer violated the requirements of the Law of the Republic of Uzbekistan ‘On Public Procurement’ and the Regulation approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 276 ‘On the procedure for organizing and conducting procedures related to public procurement’.
The Agency submitted all collected documents to the Prosecutor General’s Office for a legal assessment.
