The Anti-Corruption Agency studied critical materials circulated in the media and social networks that the Mahallabai Work and Entrepreneurship Development Agency concluded a no-bid contract worth 8.4 billion soums on the development of Online Mahalla electronic platform.
It was found that the Resolution of the President of the Republic of Uzbekistan No. 62 of December 24, 2021 outlined the task of ensuring the launch of Online Mahalla electronic platform, which allows to effectively organize and evaluate the activities of hokims’ assistants, and be integrated with the databases of relevant ministries and departments.
In this regard, according to the Ordinance of the Cabinet of Ministers of the Republic of Uzbekistan dated May 18, 2022, a direct contract was signed between the Mahallabai Work and Entrepreneurship Development Agency and REALSOFT LLC for the development and maintenance of Online Mahalla platform for a total amount of 8.4 billion soums.
In order to study the justified prices in accordance with market principles, the Agency sent a request to three organizations working in this field.
The organizations submitted commercial proposals for the development and one-year maintenance of Online Mahalla platform in the amount of 4.2-5.1 billion soums.
In addition, Article 71 of the Law of the Republic of Uzbekistan ‘On Public Procurement’ states that direct agreement on public procurements is carried out on the basis of decrees and resolutions of the President of the Republic of Uzbekistan, as well as resolutions of the Cabinet of Ministers.
Based on this, the collected materials were sent to the Prosecutor General’s Office for a legal assessment.
