The decision of the National Anti-Corruption Council provides holding of seminars in April-September of 2023, aimed at enhancing the activities of regional anti-corruption councils of the Republic of Karakalpakstan, regions and the city of Tashkent and ensuring the implementation of the tasks set to prevent corruption.
The topics of the seminars have been selected based on the proposals of the regional councils.
On April 20, the Agency held the first of the seminars, addressing the results of the rating assessment of the effectiveness of anti-corruption measures in government bodies and organizations, including local executive authorities.
As noted, this year the rating assessment of the effectiveness of anti-corruption measures in government bodies and organizations was carried out for the first time on a national scale.
For reference: according to the Resolution of the President of the Republic of Uzbekistan No.81 of January 12, 2022, the assessment is carried out on the basis of 29 special indicators through the electronic platform E-Anticor.uz.
The rating assesses the implementation of the mechanisms and legal framework for combating corruption in government organizations, reducing corruption risks, the uncompromising attitude of the heads of government agencies and organizations to corruption, the awareness of employees about internal anti-corruption procedures, the effectiveness of awareness-raising activities aimed at forming an uncompromising attitude towards corruption among the population.
During the event, special attention was paid to the results achieved by regional organizations.
It should be noted that not a single region achieved a ‘good’ result. The cities of Bukhara, Namangan and Tashkent, as well as Sirdarya, Samarkand, Tashkent, Jizzakh, Ferghana regions showed ‘satisfactory’ results. The anti-corruption work of Khorezm, Navoiy, the Council of Ministers of the Republic of Karakalpakstan, Kashkadarya, Andijan, Surkhandarya regions assessed as ‘unsatisfactory’.
The regional anti-corruption councils, which are responsible for enforcement of anti-corruption reforms in the regions, were informed about the reasons for such results.
It was also noted that it is necessary to analyze these results and regularly discuss them at meetings of regional councils, give appropriate proposals and instructions to those responsible for improving the rating results.
At the end of the seminar, the members of the regional councils received answers to their questions.
