The Anti-Corruption Agency has conducted a study of the public procurement carried out on June 14, 2023 in the amount of 1 billion 38 million soums by order of the Road Maintenance Unitary Enterprise of Yozyovon District, which revealed a number of violations of the law.
It was found that the founder and head of the two firms participating in the procurement are close relatives, husband and wife, but this fact, indicating unfair competition, was ignored by the Procurement Commission, no measures were taken to cancel the competition.
As a result, the requirements of Articles 10, 14, 23 and 42 of the Law ‘On Public Procurement’ and a number of requirements of the Law ‘On Competition’ were violated.
There were also violations of the law in the preparation of documents of participants in the competition.
On June 14, 2023, the Agency submitted a statutory notice to the customer on the cancellation of the Protocol of the Procurement Commission, and the collected materials were sent to the State Financial Control Inspectorate at the Ministry of Economy and Finance of the Republic of Uzbekistan.
On June 16, the Road Maintenance Unitary Enterprise of Yozyovon District announced the annulment of the Protocol of the Procurement Commission.
