In order to improve public control by ensuring openness and transparency of the activities of government bodies and organizations and freedom of information, in accordance with Decree of the President of the Republic of Uzbekistan No. DP 6247 of June 16, 2021, information on income and expenses of state higher educational institutions should be published on the official website and in other open sources of information by the Ministry of Economy and Finance, the Ministry of Higher Education, Science and Innovation, as well as government bodies in charge of higher educational institutions.
In this regard, based on data published by the Ministry of Higher Education, Science and Innovation, data on income and expenses of 70 state higher educational institutions of the republic for the first half of 2023 were analyzed.
It was established that the National University of Uzbekistan (245 billion soums), Ferghana State University (191 billion soums), Karakalpak State University (188 billion soums) and Termez State University (169 billion soums) made the highest incomes in the republic.
The following is the top 5 higher education institutions with the highest income* located in Tashkent:
*Note: Income of higher education institutions is formed from funds financed from the budget, income received from tuition on a fee-based contract basis, and income from development funds.
Also, universities with a high positive difference in income and expenses for the first half of 2023 are the Samarkand State Institute of Foreign Languages (33 billion soums), Navoi State Pedagogical Institute (27 billion soums), Termez State Pedagogical Institute (24 billion soums), Shakhrisabz State Pedagogical Institute (19 billion soums).
In addition, universities whose expenses exceed income by the end of the first half of 2023 include Namangan State University (-230 billion soums), Chirchik State Pedagogical University (-128 billion soums), Urgench State University (-85 billion soums).
According to the Ministry of Higher Education, Science and Innovations, 210 universities operate in the republic, of which 115 universities are run by government bodies, 65 non-state universities, 30 foreign universities and their branches.
