The Anti-Corruption Agency together with the Representative Office of the Konrad Adenauer Foundation in Central Asia organized August 3 - 4 a two-day workshop for employees of internal anti-corruption control units (compliance control) of government bodies and organizations, including the Council of Ministers of the Republic of Karakalpakstan, regional administrations and the city of Tashkent (100 people) on the topic ‘Prevention of corruption in government bodies and organizations and effective implementation of compliance control’.
In accordance with the Resolution of the President of the Republic of Uzbekistan No. 5177 of July 6, 2021, the Agency is implementing the task of introducing internal anti-corruption control units in government bodies and organizations, as well as establishing their effective work. To date, 92 government bodies and organizations, including banks have their anti-corruption units.
The Anti-Corruption Agency regularly provides methodological and practical support to improve the activities of internal anti-corruption control units.
In particular, the organized workshop was also designed to continue the practical support to the units, improve the knowledge and skills of compliance control employees.
During the workshop, foreign and national experts made presentations on the correct assessment of corruption risks in the activities of public organizations, the identification and management of conflicts of interest, the identification and prevention of conflicts of interest and risks of corruption in the public civil service and public procurement, the policy regarding gifts in the state civil service, anti-corruption expertise of legal acts and their drafts and other important topics.
This year, in accordance with the Resolution of the President of the Republic of Uzbekistan No. 81 of January 12, 2022, a rating assessment of the effectiveness of anti-corruption work in government bodies and organizations has been carried out, the results of which made public in March. The assessment of the effectiveness of anti-corruption work covered 62 government organizations. And on a scale from 0 to 100 points, organizations were divided into the following categories: 12 organizations that scored high (81-100) points entered the ‘good’ category, 30 organizations that scored average (55-80) points were placed in the ‘satisfactory’ category, and 20 organizations that did not get (below 55) the required points were rated ‘unsatisfactory’.
Also, in accordance with the Resolution of the President of the Republic of Uzbekistan No. 240 of May 11, 2022, the Agency assessed 1701 functions of 39 ministries and departments for corruption risks, as a result of which the level of corruption risks was assessed as ‘high’ for 177 functions, ‘medium’ for 475 functions, and ‘low’ for 1049 functions.
The event also considered the foreign experience of these new systems, the rating areas, methods and specific criteria for the analysis of indicators.
The workshop program included reports by national and international experts on the purpose and significance of the Laws of the Republic of Uzbekistan ‘On Conflict of Interest’ and ‘On Anti-Corruption Expertise of Legal Acts and Their Drafts’.
The participants were provided with the necessary information and recommendations on the practical application of the ‘Regulations on the value of a gift that can be received by civil servants during business trips, international and other official events, as well as on the procedure for disposing of it’.
During the workshop, problems arising from the implementation of the internal anti-corruption control system in government bodies and organizations, errors and shortcomings in the implementation of regulatory documents governing their activities were openly discussed, and proposals and recommendations were developed for further improving the activities of internal anti-corruption control units.
Following the workshop, the participants were awarded certificates.
