The Anti-Corruption Agency has studied the public procurement conducted on July 24, 2023 by the Dangara District Road Maintenance Unitary Enterprise in the amount of 6.0 billion soums (for the purchase of 10 tons of class B asphalt concrete mixture). The study revealed a number of violations of the law.
In particular, the documents of the tender participant, and then the winner, were uploaded to the electronic platform through the device used by the chair and members of the Procurement Commission (the IP addresses are the same).
As a result, the requirements of Articles 10, 14, 20 and 46 of the Law of the Republic of Uzbekistan ‘On Public Procurement’ and a number of requirements of the Regulation approved by the Resolution of the Cabinet of Ministers ‘On the procedure for organizing and conducting procedures related to public procurement’ were violated.
Based on this, on August 1, 2023 (on the day the protocol was approved), the Agency submitted a statutory notice to the customer to cancel the protocol of the Procurement Commission. Besides, the collected materials were sent to the Department for Combating Economic Crimes under the General Prosecutor’s Office.
Based on the statutory notice of the Anti-Corruption Agency, on August 8, the Dangara District Road Maintenance Unitary Enterprise annulled the protocol of the Procurement Commission.
