THE ANTI-CORRUPTION AGENCY OF THE REPUBLIC OF UZBEKISTAN
The Anti-Corruption Agency was established in accordance with the Decree of the President of the Republic of Uzbekistan ‘On additional measures to improve the anti-corruption system in the Republic of Uzbekistan’ of June 29, 2020.
The Agency has the status of a specially authorized government agency responsible for the formation and implementation of state policy in the field of preventing and combating corruption.
The Agency reports to the President of the Republic of Uzbekistan and is accountable to the chambers of the Oliy Majlis.
The Anti-Corruption Agency meets the following key goals and objectives:
- conducting a systematic analysis of the corruption situation in the country;
- identifying areas most vulnerable to corruption risks;
- implementing state and other programs aimed at eliminating the causes and conditions of corruption offenses;
- cultivating in society intolerant attitude towards all manifestations of corruption by raising the legal awareness and legal culture of citizens;
- coordinating activities of ministries and departments in the field of preventing and combating corruption;
- introducing an internal anti-corruption control system (compliance control) in government agencies and institutions, state-owned enterprises and enterprises with a state share in the authorized capital, including banks;
- introducing and maintaining effective functioning of the system of declaration of assets and income of state officials;
- developing international cooperation in the field of preventing and combating corruption;
- organizing sociological, scientific and other research on the state, trends and causes of corruption and the effectiveness of anti-corruption measures;
- ensuring openness and transparency of activities to prevent and combat corruption, etc.
The Anti-Corruption Agency is empowered to:
- conducts a comprehensive analysis of the results of the investigation of corruption crimes, primarily those affecting the national interests and international prestige of the Republic of Uzbekistan;
- request, receive and examine materials related to the spending of budgetary funds, the sale of state-owned assets, public procurement, the implementation of investment projects and the implementation of state programs;
- consider appeals of individuals and legal entities on corruption issues and take measures to restore their violated rights and protect legitimate interests;
- conduct administrative investigations into cases of corruption offences;
- submit statutory notices, obligatory for consideration, on suspension of execution or cancellation of decisions of executive authorities, economic management bodies and their officials in case of revealing signs of corruption.
The Anti-Corruption Agency implements comprehensive programs aimed at raising the legal awareness and legal culture of citizens in this area and cultivate in people intolerant attitude towards all forms of corruption in society.
With the purpose of further improving the sector, the Agency establishes close cooperation with the world’s leading organizations and relevant agencies of developed countries to implement their best practices.
