The Anti-corruption Agency developed a roadmap for the implementation of the project "Sector without corruption" in public procurement, which is being implemented in cooperation with 46 ministries and agencies.
As part of the project, in cooperation with the Ministry of Finance and other agencies, a new version of the draft law "On Public Procurement" was developed and approved by the Senate of the Oliy Majlis of the Republic of Uzbekistan.
The Agency, in cooperation with the Accounts Chamber and other ministries and departments, conducted studies in the fields of construction, energy, water resource, housing and communal services..
The study found 18 violations in Andijan region, 11 in Jizzax region, and 7 in Navoi region of the Law on Public Procurement and the Law on Competition and other legal provisions, as well as 19.6 bln soums damages to the state budget.
Following investigations, the procuratorial authorities brought six criminal cases in Andijan province, three in Jizzax province, and one in Navoi province, for a total of 10 criminal cases, and two were dismissed under article 84 (5) of the Code of Criminal Procedure.
In addition, it was found that 5,033 violations were committed by the Ministry of Housing and Communal Services and its subdivisions, including 154.4 billion soums allocated for drinking water supply projects, which were not used for their intended purpose.
In addition, the Ministry of Water Resources and its subordinate organisations have 4,836 errors and omissions in terms of public procurement, which has caused a loss of 704 million soums to the budget.
In 2019-2020, 512 contracts worth 10.4 soums were concluded by Regional Electricity Networks in the system of Ministry of Energy and it was revealed that information on 20 contracts worth 1.9 billion soums was posted on the special information portal three days late, while information on 10 contracts worth 2.4 billion soums was not posted at all.
As a result of the Agency's investigations, 13 recommendations, 25 enquiries and 3 warnings were made to ministries, law enforcement agencies, departments and organizations, and 14 criminal cases were initiated by the prosecutor's office under articles 167, 205, 209 and other articles of the Criminal Code.
