On April 30, the Civil Service Development Agency under the President of Uzbekistan held an international seminar to discuss the draft Civil Service Development Strategy until 2030.
For information: The draft Civil Service Development Strategy until 2030 focuses on the effectiveness of the tasks and functions of state bodies and organisations, the introduction of effective and transparent mechanisms for working with civil servants, their development and continuous training, and the formation of intolerance to corruption in the long and mid- term.
Experts from the United Nations Development Programme (UNDP), the European Union, the German Society for International Cooperation (GIZ), the German Foundation for International Legal Cooperation (IRZ) in Uzbekistan and the World Bank through the ZOOM platform participated in the workshop.
The Agency's Director Akmal Burkhanov also attended the event and made a number of suggestions for refining the draft strategy. In particular:
- To further improve the effectiveness of the strategy, the "Creating Intolerance to Corruption in the Civil Service" direction should be supplemented with "ISO: 37001 - Implementation of an Anti-Corruption Management System in Public Bodies and Organisations";
- Increase the targets in this area, in particular "the number of public institutions and organisations that have obtained ISO: 37001 certification";
Develop a mechanism to introduce an "integrity check" system for civil servants. Today this system is effectively used in Estonia, Armenia and Kazakhstan.
- Based on the experience of Azerbaijan, Slovakia, Ireland and a number of other countries, apply the "competence model", i.e. develop not only formal requirements for the appointment of civil servants, but also the skills required for the position, as well as mechanisms for their measurement and evaluation.
At the end of the event, it was noted that the draft strategy would be finalised on the basis of suggestions and recommendations made during the discussions.
