The Anti-Corruption Agency has studied the appeals of the staff of the Children infectious diseases hospital in Termez, Surkhandarya region.
The appeals allege that the head of the Medical Association illegally revoked the legal status of the city's Children infectious diseases hospital, unreasonably reduced staff rates, forcibly with held subscriptions at the expense of wages, and committed a number of offenses related to misappropriation of state property.
During the investigation, the head of the Termez City Medical Association, without legal grounds, arbitrarily revoked the status of the city Children infectious diseases hospital as an independent legal entity and in practice turned it into an informal branch of the City Medical Association.
Although the hospital was practically transformed into a department of the city medical association, the equipment and facilities were not transferred to the city medical association in the manner prescribed by law, and the hospital's chief physician was overpaid without reduction.
In the construction and repair work carried out in the hospital, the work that has not been done in practice is included in the reporting documents.
At the same time, without a contract, it was repaired in 2019 by "Amu Surkhandarya Agroservice" LLC, and in fact a large amount of payment was added for the unfinished construction work.
Concrete surrounding the hospital without complying with the requirements of the Regulation "On the procedure for derecognition of fixed assets" approved by the order of the Minister of Finance of the Republic of Uzbekistan dated August 16, 2004 No 101 (registered by the Ministry of Justice on August 29, 2004 No 1401) The brick wall was demolished in the prescribed manner without a certificate of defect, and 19.6 mln. sums worth of construction materials were illegally transferred to other persons.
It was also revealed during the investigation that the head of the city medical association had allowed cases of conflict of interest in his activities.
In particular, in violation of labor legislation, he hired his son to the position of general practitioner at the family clinic No. 3 of the association at a rate of 1.0, adding an additional 0.75 work rate without practical necessity.
From August 22, 2020 to October 20, 2020, he appointed his son as a statistician at the 90-bed hospital (Covid Center) established on the basis of the association's obstetrics department to provide medical care, treatment and isolation to pregnant women and women with coronavirus infection. created the conditions for its work.
As a result, his son was able to unjustifiably receive additional material payments for staff involved in combating the spread of coronavirus infection.
The union unofficially attached the vehicle on the balance sheet to his son without an order, without drawing up a contract for the determination of management and material liability. As a result, his son misused the fuel allocated for the vehicles at the expense of the union for his own personal gain.
He forced the hospital staff to subscribe to non-professional publications. For this, money was deducted from the employees ’monthly salaries.
In 2019, in violation of the requirements of the "Procedure for hiring nurses, nurses and pharmacists in the treatment and prevention facilities of the Ministry of Health of the Republic of Uzbekistan," the medical association hired nurses.
During the initial investigation, it was found that the citizen had grossly violated the requirements of the law in his activities, such as familiarity, arbitrariness, deviation from the scope of authority, allowing conflicts of interest.
At present, the prosecutor's office is taking measures to provide a legal assessment of the cases identified in the preliminary investigation.
