According to the new version of the Law of the Republic of Uzbekistan "On Public Procurement" dated April 22, 2021, the Anti-Corruption Agency is one of the competent authorities for state control over the correct application of legislation in the field of public procurement. In July-August of this year, the Agency studied the compliance with legislation and other regulations in public procurement in all regions of the country. In particular, in Navoi region, advertisements for construction posted on the special information portal of public procurement by budget customers were studied on a competitive basis. During the study, customers reported 5 cases worth $ 1.8 billion. It was established that the construction and repair work was carried out without tenders, as well as without the conclusion of contracts. In particular, the construction of 626,797,153 soums by the Single Customer Service in Navoi region, 491,778,600 soums by the Navoi Specialized School of Culture, 601,420,600 soums by the Public Education Department of Nurata district and 125,575,400 soums by the Kyzyltepa district khokimiyat. 0- It was found that the repair work was carried out by customers in violation of the legislation "On Public Procurement" without conducting tenders, without concluding a contract with construction companies. When the agency's staff inspected the planned construction sites on the basis of construction announcements made by the customers, it became clear that the construction work had begun or was completed several months ago. In particular, the Department of Public Education of Nurata district posted an ad on the public procurement portal for the current repair of secondary school No. 12 in the district on 28 May this year with a starting price of 601,420,600 soums, but no bids were held. In order to provide a legal assessment of the actions of officials in the above cases, the documents were sent to the Prosecutor General's Office.
