The President of the Republic of Uzbekistan Shavkat Mirziyoyev analyzed the 10 most important reforms implemented in the country in 2017-2021 in various areas to combat and prevent corruption.

1. Special anti-corruption committees have been established in the parliament

Special anti-corruption committees have established in The Legislative Chamber and the Senate of the Oliy Majlis and an independent body for public policy - the Anti-Corruption Agency, were established. This serves to keep the issue of preventing and combating corruption under constant parliamentary scrutiny.

2. The public service delivery system has been reformed

A total of 207 public service centers and their 129 branches in remote areas have been established in all regions. The range of services has been increased to 157, and the procedure for using more than 70 public services has been simplified. The duration of public services and the number of required documents has been reduced by an average of 2 times.

3. Excessive bureaucratic barriers to corruption have been removed

The exit permit sticker has been abolished, and the procedure for permanent registration in Tashkent city and Tashkent region has been reformed. It is forbidden to demand about 30 types of certificates from citizens. The foreign exchange market has been completely liberalized.

The procedure for purchasing land plots only through online auctions has been established.

The sale of special number for cars through online - auctionshas been launched.

4. Licensing and permitting procedures have been simplified

Existing licenses and permits were reduced by 30%, and the final lists of 49 licenses, 120 permits and 33 notifications were approved. The complex of information systems "License" www.license.gov.uz was launched to provide interactive services in the field of licensing and permitting.

5. Corruption threats in the higher education system are being eliminated

Quotas for admission to higher education institutions have been increased three times. The procedure for announcing the test results the day after the exam has been established. Entrance exams for bachelor's and master's (clinical residency) education programs are broadcast online.

The monthly salary of professors and teachers of higher education institutions has been increased almost 4 times.

6. Transparency and accountability of government agencies and organizations are ensured

A list of 33 types of socially significant data was approved. For example, it is mandatory to publish information on service cars and property on the balance sheet of state bodies,  , also cost of business trips and reception of foreign guests

Platforms such as the Open Data Portal (data.gov.uz), the Single Interactive Public Services Portal (my.gov.uz), and the Open Budget Portal (openbudget.uz) have been created and launched.

The institute of direct appeal of citizens to the heads of state bodies and organizations has been established.

7. A transparent public procurement system has been created

A completely new system of public procurement has been established. The new version of the Law of the Republic of Uzbekistan "On Public Procurement" was adopted.

Constant measures are being taken to ensure the efficient use of budget funds and prevent looting. Special portals such as d.xarid.uz, e-xarid.uz and cooperation.uz have been launched to ensure budget transparency.

8. An open selection mechanism for recruitment has been established

The Civil Service Development Agency has been established under the President of the Republic of Uzbekistan.

A system of open recruitment to the civil service has been created. About 3,000 citizens were employed through the portal.

From September 1, 2021, recruitment to all government agencies and organizations will be based on open competition.

9. "Corruption-Free Sphere" projects are being implemented

The “Corruption-Free Sphere” projects are being implemented in the areas with high corruption risks - capital construction, higher education, healthcare and public procurement. Projects such as the national information system "Transparent Construction", a single information portal on public procurement xarid.uz, the platform imtihon.uz, which broadcasts the entrance exams to universities online, have been implemented.

10. Anti-corruption compliance systems are being introduced in all government agencies and organizations

In order to introduce Anti-corruption compliance a “compliance control” system, internal anti-corruption units have been set up as a pilot project in 26 ministries and agencies with high corruption risks.

As a result, cases of corruption, looting of budget funds were prevented, and financial errors and shortcomings were identified.

From October 1, 2021, internal anti-corruption units will be established in all government agencies.
