For to ensure the effective implementation of the ‘Sphere without Corruption’ Project in the healthcare system, the Anti-Corruption Agency has conducted a study of the use of budgetary funds, compliance with the law and prevention of potential corruption risks in the Shofirkon District Medical Association.
In particular, the factors causing corruption in the Medical Association, the conditions leading to it, the activities of officials, the measures taken to combat corruption, the targeted and efficient use of budgetary funds and compliance with public procurement legislation were analyzed.
In the course of the study by the Agency and investigations by the prosecuting agencies, cases of misuse of budgetary funds by officials of the Medical Association, theft, calculation of monthly wages for non-existent employees, purchase of medical equipment, misuse of funds from the provision of paid medical services, as well as a number of violations in public procurement were revealed.
Based on the results of a study, financial errors and shortcomings in the amount of 1 billion 273.5 million soums were revealed in the activities of the Association, of which 890.5 million soums were spent on wages and equivalent payments to employees, as a result of which budget and employee discipline was violated. In addition, it was revealed that 383 million soums of budget funds were embezzled by various illegal means, including through the purchase of medical equipment at inflated prices.
Based on the checks carried out by the Office for Combating Economic Crimes under the General Prosecutor’s Office of the Republic of Uzbekistan for Bukhara Region of the Shofirkon district department, a criminal case was initiated against officials of the Medical Association under article 167 of part 3, articles 184-1, 205 and 209 of the Criminal Code of the Republic of Uzbekistan.
Currently, the prosecuting agencies are conducting preliminary investigative actions.
