The Anti-Corruption Agency is constantly studying the factors that give rise to corruption in government agencies and organizations, local authorities, as well as in the activities of officials. The Agency also monitors the measures taken to combat corruption, the targeted and effective use of budgetary funds and compliance with public procurement laws.
In particular, the Agency conducted a study in Uchquduq District to comply with the requirements of the Resolution of the President of the Republic of Uzbekistan of April 25, 2017 ‘On additional measures to further improve the living standards of the population of remote steppe territories in Navoi Region’.
It is worth mentioning that this Resolution stipulates that persons who have lived in remote steppe territories for at least three years will be admitted to higher educational institutions on the basis of a state grant.
During the investigation, it turned out that the former deputy head of the Uchquduq district administration and other persons issued false certificates of three-year residence to 33 persons in Yulchilar, Kukpatas and Kukayaz settlements, 25 of whom were assisted in entering higher educational institutions on state grant.
This case seriously affected the rights and legally protected interests of the state and citizens. In addition, 650 million soums were allocated for studying of these students on a grant basis, which entailed the expenditure of budgetary funds.
According to the documents collected by the Agency on this case and additional investigations conducted by the Prosecutor’s Office, the General Prosecutor’s Office of the Republic of Uzbekistan initiated a criminal case against officials of the Uchquduq district administration and other persons under the relevant articles of the Criminal Code.
