As we previously reported, the Agency’s specialists hold training seminars in the regions on the theme ‘Ensuring the openness of the activities of government agencies and organizations.’
Seminars are aimed at ensuring the timely publication of socially significant information to be posted as open data, approved by the Decree of the President of the Republic of Uzbekistan ‘On additional measures to ensure the openness of the activities of government agencies and organizations, as well as the effective implementation of public control’.
The Anti-Corruption Agency specialists have already conducted training seminars in Ferghana, Sirdarya, Jizzakh, Tashkent regions and the capital.
Kashkadarya, Navoi, Surkhandarya and Bukhara regions recently hosted seminars as well. It was attended by representatives of the Senate Committee on Information Policy and Openness in Government Agencies, the State Statistics Committee, as well as local legislators, members of the Standing Commission on Information Policy and Openness of Local Authorities under the Councils of people’s representatives and experts responsible for ensuring openness in local authorities.
During the seminar, the main attention was paid to the activities of local authorities and administration to implement the tasks provided for in the Law of the Republic of Uzbekistan ‘On the openness of the activities of public authorities and administration’ and in the Decree of the President of the Republic of Uzbekistan ‘On additional measures to ensure the openness of the activities of government agencies and organizations, as well as the effective implementation of public control’.
The Agency specialists noted that the studies in the regions identified a number of errors and shortcomings in the full, timely and high-quality implementation of the requirements of this Decree by government agencies and organizations.
In particular, from December 1, 2021 to January 10, 2022, the Agency’s specialists monitored live broadcasts from sessions of the regional, Tashkent city, district and city Councils of people’s representatives, and the Jokargy Kenes of the Republic of Karakalpakstan. The worst indicators were identified in Bukhara Region, where 81 percent of the total number of sessions of the regional, district and city Councils of people’s representatives were not broadcast live.
In addition, the results of remote monitoring showed that though 10 out of 11 district and city administrations in Bukhara Region have their official websites, they do not contain open information.
In Navoi Region, only 2 out of 11 district and city administrations have their own official websites, which do not contain open information as well. The official websites of the remaining 9 district and city administrations with ‘uz’ domain did not work as of the date of the study on March 9, 2022.
Therefore, at the seminar, representatives of the Agency drew the attention of the participants to such important issues as publication of a set of information from the List of socially significant information to be posted as open data, and also spoke in detail about the categories of open information, publication resources, deadlines and the procedure for updating them.
Following the seminar, measures were identified to address the problems in ensuring the openness of the activities of government agencies and organizations.
