The National Press Center became a venue April 6 for a press conference on the work carried out by the Anti-Corruption Agency to ensure the implementation of the New Uzbekistan Development Strategy 2022-2026 in the Year of Ensuring Human Interests and Mahalla Development. Representatives of the Agency, journalists and bloggers took part in it.
According to the State Program, the Agency provides for the implementation of nine tasks on seven items. In particular, the task was set to develop a draft regulatory document to further expand the list of open data on socially significant information and ensure unhindered access to this information.
In the process of developing this regulatory document, the Agency focused on further expanding the list of open data and creating mechanisms for unhindered access to this information.
In order to develop organizational measures for the introduction of a system for informing and resolving conflicts of interest in the civil service, the Agency has developed an action plan for the implementation of a system for informing and resolving conflicts of interest in all ministries and departments.
The project provides for a number of issues, such as the development of an organizational and legal framework for resolving a conflict of interest, establishing a procedure for reporting a conflict of interest, and creating mechanisms for disclosing information about a conflict of interest.
Also, within the framework of the State Program, together with the Ministry of Justice, a draft resolution of the President on the implementation of the E-anti-Corruption Project was developed. In addition, together with the involved ministries and departments, a Roadmap was approved to ensure openness and transparency in areas prone to corruption and to engage the general public.
To date, the Anti-Corruption Agency is constantly monitoring the effective implementation of the Roadmap.
In order to ensure the full implementation of this task, it is planned to hold grant competitions for NGOs and other civil society institutions in the field of combating corruption and public opinion polls at the expense of the Public Control Development Fund under the Agency.
In accordance with the State Program, the Agency has developed an action plan to strengthen preventive measures in the fight against corruption.
In addition, in order to constantly increase the awareness of the population and public officials in the fight against corruption, in cooperation with relevant ministries and departments, foreign experience was studied, a draft resolution of the President was developed on the establishment of a Virtual Anti-Corruption Academy and the introduction of a certification procedure for public officials.
The document provides for distance learning through a special electronic educational platform, where each attendee will take an online test at the beginning and end of the course (introductory and final), and certificates will be awarded to attendees who receive high scores.
The press conference also provided information on the work done by the Agency in the first quarter of 2022.
In particular, on January 12, 2022, Resolution of the President of the Republic of Uzbekistan No. RP-81 ‘On measures to introduce a rating system for assessing the effectiveness of anti-corruption work’ was adopted. The document, developed by the Anti-Corruption Agency jointly with the United Nations Development Program, introduces a rating system for assessing the effectiveness of anti-corruption work.
Following the conference, the Agency’s specialists noted that in order to ensure the implementation of the State Program, the Anti-Corruption Agency will continue to carry out the timely, complete and high-quality implementation of the tasks set in the Program and regularly inform the media about the outcomes.
