The Ferghana Regional Anti-Corruption Council has held its regular meeting, which analyzed the corruption crimes in the public education system of the region.
In 2021, 26 criminal cases were sent to the regional court against 33 officials of the system. Most of them were charged with embezzlement of budgetary funds, fraud and bribery. All are employees of district and city departments of public education.
In order to determine the causes and conditions for the emergence of corruption in the system, the Regional Council conducted a study of the regional administration, as well as district and city departments of public education and more than ten schools. During the studies, interviews were conducted with teachers, parents and students, as well as surveys organized.
As a result, systemic deficiencies were identified, such as non-compliance with requirements for ensuring openness, difficulties in applying for a job, improper organization of anti-corruption propaganda, and lack of communication channels.
The working group of the Regional Council made proposals to address these issues.
At the meeting, recommendations were also made to improve the efficiency of the work of the Regional Council.
In particular, it was noted that it is necessary to strengthen the work of the Council in monitoring the implementation of corruption reforms, cooperation with government agencies and organizations, civil society institutions and the media, as well as involving all segments of the population in the fight against corruption.
The meeting participants also noted that the Regional Council should make full use of the available opportunities to prevent corruption, misuse of budgetary funds, ensure the openness of the activities of government agencies and organizations, in general, the implementation of relevant legislation.
Following the meeting, specific practical proposals were developed on the issues discussed, as well as goals and objectives for the effective implementation of anti-corruption reforms in the region.
