On May 23-27, a delegation headed by the Deputy Director of the Anti-Corruption Agency of the Republic of Uzbekistan paid a working visit to the Republic of Latvia to develop cooperation between Uzbekistan and Latvia in the field of combating and preventing corruption.
During the visit, meetings were held with the executives and representatives of the Corruption Prevention and Combating Bureau of the Republic of Latvia, the Economic Relations and Policy Development Department of the Ministry of Foreign Affairs, the School of Public Administration, the Riga Graduate School of Law and the State Revenue Service.
The meetings considered the anti-corruption policy of the Republic of Latvia, the activities of the competent authorities, as well as the system for preventing conflicts of interest in the civil service and income declarations, the experience of training civil servants and the population in combating corruption.
In particular, during the meeting with representatives of the Corruption Prevention and Combating Bureau, the procedure and practice of conducting anti-corruption expertise of legal acts, their drafts, the procedure for assessing corruption risks were considered. The parties exchanged information on monitoring public procurement, as well as studying violations related to public procurement.
A dialogue also took place on issues of conflict of interest in the civil service, detection and prevention of criminal offenses, reporting on corruption, training civil servants to combat corruption, and development of international cooperation.
During the event, which was attended by representatives of the Economic Relations and Policy Development Department of the Ministry of Foreign Affairs of Latvia and the Embassy of Uzbekistan in Latvia, the parties discussed the prospects for establishing cooperation between the Department and the Agency, sharing experience in the field of combating corruption, including the development and implementation of joint projects in specific areas, as well as organization of training programs and trainings.
During the meeting with Agita Kalvina, Director of the Latvian School of Public Administration an exchange of views took place on the system of anti-corruption trainings, their duration and involvement of experts and specialists in these trainings.
For information: The School of Public Administration was established in 1993, and its main activities include the organization of courses on current topics and areas of advanced training for civil servants, as well as their systematic retraining.
In turn, the Deputy Director of the Anti-Corruption Agency of Uzbekistan informed about the system of training civil servants in special courses on combating corruption, ethics and conflict of interest, based on the principle of ‘integrity vaccine’, formed in accordance with the Resolution of the President of the Republic of Uzbekistan dated July 6, 2021.
When negotiating with executives of the Riga Higher School of Law, the parties agreed to conduct internships at the Riga Higher School of Law for the Uzbek Anti-Corruption Agency officers.
At the meeting with representatives of the State Revenue Service, the issues of acceptance, processing, verification and publication of declarations on income and property of civil servants were discussed. In addition, the Uzbek delegation got acquainted with the activities of the organization for remote management of corruption risks at customs posts.
