On June 27, the Anti-Corruption Agency hosted a round table discussion on the draft law of the Republic of Uzbekistan ‘On amendments and additions to the Constitution of the Republic of Uzbekistan’. Representatives of the Senate and the Legislative Chamber of the Oliy Majlis also participated in the discussions.
The meeting of the Legislative Chamber of the Oliy Majlis on June 24, as is known, decided to submit for public discussion the draft law of the Republic of Uzbekistan ‘On amendments and additions to the Constitution of the Republic of Uzbekistan’. Since June 25, the bill has been submitted for public discussion.
The round table participants noted that more than 60 thousand proposals submitted to the Constitutional Commission, created at a joint session of the Councils of the Oliy Majlis of the Republic of Uzbekistan, became the practical result of the policy of openness and transparency launched in 2016.
A number of important amendments are being introduced to the Constitution in the field of combating corruption, which today has become one of the main areas of state policy. The participants discussed in detail the changes envisaged in this area and their significance.
It was noted that the draft law strengthens the institutional framework for combating corruption. In particular, the parliament is vested with the power to consider the annual National report on combating corruption.
Also, the procedure is being introduced for the approval by the Senate of a decree on the appointment of the head of the Anti-Corruption Agency.
The new draft law also pays special attention to the most important factor in the fight against corruption - openness. In particular, the right to access the Internet. Moreover, the formation and execution of the state budget and debt, which affect the life of every citizen, will be based on the principles of openness and transparency, and citizens and civil society institutions will establish public control over it.
In addition, civil society institutions that play an important role in the fight against corruption and their composition will now be clearly defined in the Constitution. In other words, mahallas (communities), political parties, movements, mass media, trade unions, public funds and other public associations of citizens will form the basis of civil society.
During the round table, Akmal Saidov, Chairman of the Constitutional Commission, First Deputy Speaker of the Legislative Chamber of the Oliy Majlis, gave detailed information about the essence of the amendments and issues that need to be addressed.
