The Anti-Corruption Agency has analyzed the procurements of government customers on a special public procurement information portal for the first half of 2022.
According to the results, 679,804 public procurements were made in the amount of 69,852.0 billion soums for six months of 2022. Of these, 355,358 procurements through an electronic shop, 34,347 procurements through an electronic auction, 21,645 procurements through an electronic cooperation portal, 32,136 procurements through the selection of the best offer, 4,968 procurements through tenders, 52,779 procurements from a single supplier and 178,571 direct procurements.
During the monitoring conducted by the Agency, a number of violations of the requirements of the legislation on public procurement were revealed.
For example, when considering the appeal received from Muza-Max LLC on public procurement, it was established that public procurement of the Department of Preschool Education of Angren was carried out in violation of the requirements of the laws On Public Procurement and On Competition of the Republic of Uzbekistan. A statutory notice was sent to the Department of Preschool Education to cancel the procurement commission protocol, and the collected documents were sent to the Prosecutor General’s Office for a legal assessment.
When studying the documents of the tender for the provision of outsourcing services for the delivery of hot meals on the basis of the order of the Qibrai District Medical Association, a violation of the requirements of the Law On Public Procurement and the Resolution of the Cabinet of Ministers ‘On approval of the regulation on the procedure for the provision of outsourcing services in subdivisions of the Ministry of Health of the Republic of Uzbekistan’ was identified. In connection with these circumstances, a statutory notice was submitted to the Qibrai District Medical Association to consider the decision of the procurement commission and cancel the contracts concluded with the winner of the competition. The collected documents were sent to the General Prosecutor’s Office of the Republic of Uzbekistan for legal assessment.
In addition, when studying the order for the purchase of goods by the Pakhtachi District Department for Support of Mahalla and Elderly on etender.uzex.uz special information portal, violations of the requirements of the laws On Public Procurement and On Competition of the Republic of Uzbekistan were revealed. The Agency made a statutory notice to the Pakhtachi District Department for Support of Mahalla and Elderly on the cancellation of the procurement commission protocol.
The government order for landscaping work on Alisher Navoi Street by the Navoi Municipal Department of Improvement through etender.uzex.uz information portal was also studied. Violations of the requirements of the laws On Public Procurement and On Competition were revealed. The Agency submitted a statutory notice to the Improvement Department, the collected documents were sent to the Prosecutor General’s Office for legal assessment.
The Anti-Corruption Agency studied the government order by the Tashkent City Clinical Psychiatric Hospital through xarid.uzex.uz information portal for the purchase of hot meals for patients. The results of the study showed violations of the requirements of the laws On Public Procurement and On Competition of the Republic of Uzbekistan. The Anti-corruption Agency made a statutory notice to the organization, the collected documents were sent to the Prosecutor General’s Office for a legal assessment.
The government order of the Ministry of Sports Development of the Republic of Uzbekistan through xarid.uzex.uz information portal for the purchase of a football uniform was also studied, which established a violation of the requirements of the laws On Public Procurement and On Competition of the Republic of Uzbekistan. The Anti-Corruption Agency submitted a statutory notice to the Ministry to cancel the procurement commission protocol, the collected documents were sent to the Prosecutor General’s Office for legal assessment.
When studying the government order for the repair of electric motors by the Energy and Pumping Stations Unit under the Amu-Surkhon Basin Department of Irrigation Systems, it was found that the requirements of the laws On Public Procurement and On Competition were grossly violated. The Agency submitted a statutory notice to the Office on the cancellation of the government order, the collected documents were sent to the Prosecutor General’s Office for legal assessment.
