The Anti-Corruption Agency has launched a two-day training seminar addressing the effectiveness of anti-corruption efforts and the practice of assessing corruption risks.’
Representatives of 86 ministries and departments, including the heads of the Internal Anti-Corruption (Compliance) Control Units of the Council of Ministers of the Republic of Karakalpakstan, regional administrations and Tashkent city attend the seminar.
On January 12, 2022, President of the Republic of Uzbekistan signed a Resolution ‘On measures to introduce a rating system for assessing the effectiveness of anti-corruption work’, which introduces a system for assessing the work carried out in the field by government agencies and organizations based on a single criterion.
Based on the requirements of the Resolution, at the first stage, the effectiveness of anti-corruption work in 24 organizations was evaluated on a scale from 0 to 100 scores, the results of which were presented to the general public.
An important step in further improving work in this area was the Resolution of the President of May 11, 2022 ‘On measures to improve mechanisms for eliminating corruption risks in the field of public administration and expanding public engagement in this area’.
In accordance with the Resolution, from September 1, 2022, the E-Anti-Corruption Project will be launched in full on the electronic platform E-Anticor.uz, which provides for the mandatory identification and assessment of corruption risks in the activities of public authorities and administration, including their territorial subdivisions, state unitary enterprises and institutions, organizations with a state share of more than 50 percent.
The Electronic register of relations subject to corruption at the ‘low’, ‘medium’ and ‘high’ levels is formed by the Agency and publicly published on the Internet. The practice of compiling a corruption risk map will be introduced, which includes a description and level of identified corruption risks for each function, as well as measures to eliminate them.
This training is organized in order to explain in detail the innovations expected in the activities of the Internal Anti-Corruption Control Units, open discussion of relevant issues in the field, exchange of views on the implementation of legal documents regulating activities and assessing corruption risks, etc.
At the training seminar, experts provide the necessary information and recommendations on the methods and specific criteria for rating assessment of anti-corruption work, as well as the use of an electronic platform to assess the effectiveness of these efforts.
Presentations are also planned on the mandatory identification and assessment of corruption risks in the activities of government agencies and organizations, advanced foreign experience and achievements in this area.
During the training seminar, participants review and discuss the work of government agencies and organizations with ‘medium’ level anti-corruption activities.
