In July 2022, the Anti-Corruption Agency monitored and analyzed the purchases of government customers through a special public procurement information portal.
The results showed that during July, 60,610 public purchases were made in the amount of 7,137.1 billion soums. Of these, 51,753 purchases through an electronic auction, 3,361 purchases through the selection of the best offer, 670 tender purchases and 33,525 direct purchases.
The monitoring revealed a number of violations of the requirements of the legislation on public procurement.
In particular, the Parkent District Department of Public Education made a public procurement in violation of the requirements of the laws On Public Procurement and On Competition, on the basis of which, on July 28, 2022, the Agency submitted a statutory notice to the Public Education Department to eliminate the identified shortcomings, and the collected documents were sent to the Prosecutor General’s Office for legal assessment.
The Parkent District Department of Public Education satisfied the statutory notice of the Agency and on August 5, 2022 ensured the cancellation of the protocol of the procurement commission.
The documents of the public procurement of the Specialized Office for the use of the Education Center building were also studied, which revealed the violations of the requirements of the laws On Public Procurement and On Competition of the Republic of Uzbekistan. The Agency submitted a statutory notice to the Specialized Office, and the collected documents were sent to the Prosecutor General’s Office for a legal assessment.
The statutory notice of the Agency was satisfied through cancellation of the protocol of the procurement commission.
In addition, the government order of the Samarkand regional branch of the Republican Specialized Cardiology Research Center on the special information portal etender.uzex.uz of July 16, 2022 was also studied, and it showed that the customer committed gross violations of the requirements of the laws On Public Procurement and On Competition of the Republic of Uzbekistan, since M.E. was not only the founder of the GBM Company, which won the tender, but also its owner. Besides, affiliation was also identified.
On July 25, 2022, the Agency submitted a statutory notice to the customer on the cancellation of the procurement commission protocol in connection with this situation. The statutory notice was satisfied by the customer and the protocol was cancelled. The documents collected during the study were sent to the Prosecutor General’s Office for a legal assessment.
In addition, the Agency studied the government order for the purchase of computer equipment by the Uychi District Administration. The study identified the affiliation of the tender participants. The statutory notice to cancel the protocol of the procurement commission was satisfied by the district administration.
