The Ministry of Health has recently hosted a meeting of a working group consisting of experts from the Anti-Corruption Agency and the Ministry, which discussed in detail the work carried out over the past period within the framework of the Sphere Without Corruption Project, as well as determined the future goals and objectives.
The implementation of the Sphere without Corruption Project in the healthcare sector was launched on the basis of Presidential Decree No. DP-6110 of November 12, 2020, as well as the relevant decision of the meeting of the National Anti-Corruption Council of the Republic of Uzbekistan.
The meeting participants paid special attention to the implementation of the Roadmap 2021, developed for the project, and the tasks set in it.
As part of the project, the Agency, in cooperation with the Ministry of Health, prepared and placed 26 thousand anti-corruption posters at the entrances of more than three thousand medical institutions, family clinics and hospitals. Information Booklet on the Fight Against Corruption for health workers was also prepared and distributed.
The Call-center was launched for prompt reporting of cases of corruption in the sector with the short number 1203.
In state-owned medical institutions, a mechanism has been introduced for issuing quota orders to welfare beneficiaries at the expense of budgetary funds in electronic form.
In addition, during 2021, 10 types of services were completely transferred to electronic form, and payment for paid services of medical institutions is carried out using Cliсk and Payme. As part of the E-Health system, 16 new information systems have been introduced, including coronavirus.uz, Patient, PCR test, Audio screening, etc.
The placement of the approved volume of paid services of medical institutions on the official website of the Ministry has also been ensured.
The meeting participants discussed the implementation of the tasks identified in the Roadmap 2022-2023.
In particular, an exchange of views took place on the issues of introducing modern management into the system and increasing the knowledge and culture of medical workers in the fight against corruption, as well as the introduction of Digital Medicine and IT in the healthcare system. The work to be carried out in a number of important areas was also considered, including effective cooperation with the media and representatives of public control in the fight against corruption in the field.
At the meeting, the fulfillment of the tasks to be performed within the framework of the Sphere without Corruption Project was critically analyzed, including the establishment of the effective functioning of the Internal Anti-Corruption Control Unit in the system of the Ministry, the achievement of positive results in the rating assessment of the effectiveness of combating corruption, etc.
