The organization of ensuring the openness of government agencies and departments and regular monitoring of this process among the main tasks of the Regional Anti-Corruption Councils. A recently-held seminar, organized for the Regional Anti-Corruption Councils, addressed the issues of monitoring and evaluating the openness of the activities of government agencies and organizations.

The seminar participants made focus on the Index of Openness of Activities of Government Agencies and Organizations, which is calculated at the end of each year based on a number of indicators demonstrating the level of openness, transparency and accountability of organizations, public control, creating conditions for the effective operation of the media, as well as the work carried out to further reduce bureaucratic barriers and eliminate corruption.

The Index of Openness of Activities of Government Agencies and Organizations is calculated on the basis of the following eight indicators:

The seminar participants also shared views on the involvement of regional councils in the process of ensuring openness and issues that they should pay attention to.
The Anti-corruption Agency specialists noted that the official websites of some district and city administrations did not operate at the proper level, and this kind of issues were not discussed at meetings of commissions or sessions of regional councils, etc.
The Agency specialists noted on the necessity to conduct analysis of the openness and transparency of organizations in the regions based on the above indicators and regularly discuss them at meetings of regional councils.

In addition, the regional councils were given specific tasks to study and control the correct and truthful entry of information by local authorities.
