The Anti-Corruption Agency has held its regular seminar for regional anti-corruption councils to provide information on the practice of assessing corruption risks in the activities of government agencies.
Prior to it, representatives of the Anti-Corruption Agency discussed the legal basis for assessing corruption risks.
For reference: corruption risk assessment is meant to analyze the activities of a state organization, identify existing corruption risks and assess the level of these risks.
Resolution of the President No.81 of January 12, 2022 ‘On Measures to Implement a Rating Assessment System of the Efficiency of Anti-Corruption Works’ established indicators for assessing the effectiveness of anti-corruption efforts, and one of the indicators is the identification and assessment of corruption risks, and the implementation of measures to reduce them.
Resolution of the President No.240 of May 11, 2022 ‘On measures to improve mechanisms for eliminating corruption risks in public administration and expanding public participation in this area’ established from September 1, 2022 the procedure for mandatory assessment of corruption risks in the activities of government agencies, including their territorial organizations, state unitary enterprises and institutions, with a state share of more than 50 percent.
During the seminar, the members of the regional councils were informed about the procedures for identifying corruption risks and their assessment, criteria, frequency, corruption risk mapping, and in what cases an assessment should be carried out, and measures to be taken on the results.
The participants were also introduced to the Methodology for identifying and assessing corruption risks, developed by the Agency in order to form a unified practice in the process of assessing corruption risks.
Then, an exchange of views took place on specific mechanisms for the participation of regional councils in the effective implementation of this process in territorial organizations.
The participants of the seminar noted the importance of hearing by the regional anti-corruption councils the reports of the heads of government agencies and organizations on the assessment of corruption risks and their elimination, as well as making proposals on the results to take appropriate measures against officials who failed to succeed, and concrete measures to widely promote the experience of government organizations in regions that have achieved positive results.
