This November 3, the Deputy Director of the Anti-Corruption Agency Umida Tukhtasheva held an online meeting with the executives of the Anti-Corruption and Civil Rights Commission (ACRC) of the Republic of Korea, and Matilda Dimovska, Resident Representative of UNDP in Uzbekistan.
The meeting focused on the issues of improving the system of work with reports of citizens about corruption, protecting the reporters and developing the practice of encouraging them.
In particular, the issues of modernizing the E-Anticor.uz electronic platform were discussed in detail, which provides for the expansion of opportunities for citizens to promptly reporting on facts of corruption in Uzbekistan based on the modern Korean platform ‘Clean Portal’, as well as the exchange of experience in this area and continuing mutually beneficial cooperation at a new stage.
First, Jon Taek Oh, Director of the Inspection Planning Division, the Anti-Corruption and Civil Rights Commission, spoke about the Clean Portal development process, the tasks and opportunities of the platform.
For reference: the main goal of the Clean Portal digital platform, launched 5 years ago, is to increase the activity of citizens in reporting and collecting facts, which are the basis for developing state policy.
The program enables the population to receive statistical information on the dynamics of the most frequently sent appeals/reports about corruption, the number of appeals received in the database and their consideration by sector and region.
And this facilitated the procedure for government agencies and organizations to obtain information about the content of appeals, reports and articles published in the media, as well as information about civil servants dismissed for corruption, etc.
Jon Taek Oh noted that users of the platform can file an online appeal about corruption and cases of damage to the public interest, regardless of the organization to which the appeal relates. Also, the reporter has the right to demand compensation (encouragement) and protection for himself/herself. The system accepts an appeal through trusted persons, keeping the personal data of the reporter confidential.
For reference: the Clean Portal program also runs a Clean Forum window, which allows to open and share information about the work carried out in the field of combating corruption in ministries and departments, as well as about corruption factors.
In this window, more than 550 ministries and departments enter information about their anti-corruption activities (internal documents, corruption cases, risk assessment results), which are available for citizens.
The meeting participants shared views on the assessment of the current mechanism for sending and processing reports of corruption, adapting the Clean Portal approach to the E-Anticor.uz electronic platform.
The parties considered the issues of the organization of training programs for employees of the Anti-Corruption Agency to gain practical experience and skills in improving digital capabilities for reporting cases of corruption, as well as developing new joint projects to improve digital tools in Uzbekistan based on Korean experience.
