The Anti-Corruption Agency gives start November 8 to a two-day training seminar on the procedure for using E-anticor.uz electronic platform and the practice of assessing corruption risks. The event was organized with the support of the Konrad Adenauer Foundation Regional Office for Central Asia.
The main goal is to explain the rating procedure to employees of government agencies, responsible for assessing corruption risks in their organizations, as well as to improve their knowledge and skills in this area.
During the training, a presentation was made on the practice of assessing corruption risks in government agencies and organizations, their regional and structural divisions.
For reference: assessment of corruption risks aims at analyzing the activities (tasks and functions) of a government agency, identifying existing corruption risks and assessing the level of these risks.
The Resolution of the President No. 81 of January 12, 2022 ‘On measures to introduce a system for rating the effectiveness of anti-corruption work’ defines indicators for rating the effectiveness of anti-corruption work, and one of the indicators is the implementation of measures to identify, evaluate and reduce corruption risks.
The Resolution of the President No. 240 of May 11, 2022 ‘On measures to improve the mechanisms for eliminating corruption risks in the field of public administration and expanding public participation in this area’ provides for the introduction from 1 September 2022 of a procedure for mandatory assessment of corruption risks in the activities of government agencies and organizations, including their territorial divisions, state unitary enterprises and institutions, as well as organizations with a state share of more than 50 percent.
In order to form a unified practice in the process of assessing corruption risks, the Anti-Corruption Agency developed a Methodology Guideline for Identifying and Assessing Corruption Risks, which was approved this August 31.
At the training seminar, the participants were thoroughly acquainted with this Methodology Guideline.
According to it, corruption risks are assessed by a government agency annually by March 1. Corruption risks in the activities of a government agency (tasks and functions) are determined on the basis of internal and external sources of information, and the level of corruption risks is assessed at low, medium and high levels.
Based on the results of identifying and assessing corruption risks, a generalized map of corruption risks of a government agency will be developed and posted on E-anticor.uz electronic platform annually until February 1.
Based on the projects of the map of corruption risks of government agencies posted on the platform, an electronic register of relations prone to corruption is automatically formed.
Every year, until March 1, the head of the government agency or organization approves a map of corruption risks and an anti-corruption program through E-anticor.uz electronic platform.
The participants of the training seminar got acquainted with foreign experience in assessing corruption risks in the activities of government agencies and the practice of rating the effectiveness of anti-corruption activities of government organizations, as well as with methods and specific criteria for analyzing rating areas.
During the training, the Deputy Director of the Corruption Prevention Department of the Independent Commission Against Corruption of Hong Kong made a presentation (in online format) on the country’s experience in assessing corruption risks in the activities of government agencies and organizations.
At the training seminar, in order to provide methodological and practical assistance in the development of relevant intradepartmental documents related to the fight against corruption in government agencies and organizations and their implementation, the Agency’s specialists presented two publications - the Legal Framework for Identification and Assessment of Corruption Risks, and the Collection of Recommendations for Passing a Rating Assessment through the System of Rating Assessment of Effectiveness of Combating Corruption.
